About the Position: TJFACT is seeking to hire a dynamic Digital Content Specialist to support the DOS in Washington, DC. The purpose of the Digital Content Specialist is to support INLs knowledge management function. The Digital Content Specialist shall be ready to cover all phases of the content lifecycle for the INL/KM intranet sites. Based on pending vaccination mandated legislation, we recommend employees are vaccinated prior to working for TJFACT. Duties and Responsibilities: Maintain and expand the INL/KM SharePoint communications site, accessible to all INL staff. This includes all phases of the content lifecycle: develop an understanding of how the site can advance INL/KMs mission; facilitate a collaborative process across INL/KMs three divisions to develop and prioritize content ideas; collect source material from documents and interviews; develop wireframe pages; conduct user consultations; draft copy and graphics; copyedit; incorporate revisions based on feedback; and publish pages. Create and implement standard procedures for managing the INL/KM SharePoint, including schedules for regularly updated content and maintenance of static content. Ensure new content follows Department branding and the INL/KM site style guide. Draft INL internal communications about SharePoint site updates. Collect, analyze, and report site analytics to relevant stakeholders. INL/KM Internal Team Site (approximately 25 percent) Restructure existing team platforms to better facilitate office-wide collaboration, information sharing, and organization. Advise on INL/KM SharePoint and internal communication platforms compliance with Department records management policy and coordinate migration of relevant historical records into the team platforms. Create and implement standard procedures for managing the KM team platforms, including schedules for regularly updated content and maintenance of static content. Other product development (approximately 25 percent) Develop select INL/KM products for external release in support of KM outreach activities, including tailoring content to external audiences and coordinating with INLs Public Affairs and Public Diplomacy team. Draft procurement documents for graphic design and hard copy printing projects for INL/KM, as needed. Cross-cutting duties Provide support for developing policies, including drafting documents, and conducting analyses, feasibility studies, and strategy options. Support acquisition by conducting market research, developing inputs for government cost estimates, drafting statements of work and other pre-award documents, preparing a technical evaluation and associated documentation, participating as a technical advisor to a source selection board or as a nonvoting member of a source selection evaluation board, and assisting in the evaluation of a contractors performance. Work in situations that permit or might permit access to confidential business information or other sensitive information. Dissemination of information regarding agency policies or regulations, such as conducting community relations campaigns or conducting agency training courses. Participation in a situation where it might be assumed that participants are agency employees or representatives, such as attending conferences on behalf of an agency. Required Skills and Experience: U.S. Citizen A Bachelors degree from an accredited institution. Six to ten years experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines. Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process. Ability to communicate effectively, both orally and in writing, with a wide range of players. Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis. Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents. Preferred Qualifications: Experience creating SharePoint communications and team websites, or creating websites using other drag and drop platforms such as Squarespace or Wix. Experience designing both intranet and external websites Advanced proficiency across the Microsoft 365 suite, including Delve, Excel, Forms, OneDrive, PowerPoint, SharePoint, Stream, Teams, Word Moderate proficiency with graphic illustrator and/or publishing programs, such as Canva or Adobe InDesign Ability to gather content through document reviews and interviews and translate large amounts of complex technical information into accessible products a variety of users will use to better perform their jobs. Experience applying UX design processes and knowledge management theory to digital content development. Ability to manage stakeholder consultations on product drafts Ability to manage content using metadata Experience managing site/platform permissions Excellent written and oral English communication skills, and ability to perform both copywriting and editing. Conversant with the terminology, concepts, and organizations involved in foreign assistance programming.
